Including Diagram icon symbols from other parts of a model in a Package Diagram or Webel-style "focus" BDD can really help navigation, but navigation between systems engineering layers is best not be overused.

Including Elements from other parts of a model in a Package Diagram or Webel-style "focus" BDD can help place the focus Element(s) in context, but one has to be careful not to conflate the description of the focus Elements of the Diagram and their use by client Elements, especially if it involves crossing formal systems engineering layers.

For special pedagogical and illustrative reasons, many of the Webel IT Australia SysML examples are quite liberal in the use of Elements from different Packages in some Diagrams.

TIP: If you include Elements from other Packages in a Package Diagram show their owner!
